Japan travel bookings rise 174.5% after fuel surcharge cuts

International travel bookings for the summer are showing clear signs of recovery following a reduction in international air-ticket fuel surcharges. According to Yellow Balloon Tour, bookings for overseas package trips departing in July and August 2026 rose 61.2% from June 16 to July 9, compared with the same period immediately beforehand—the timeframe when news of the lower surcharges emerged.

By destination, Japan recorded the sharpest increase, with bookings up 174.5%. Vietnam saw a 73.4% rise, while China climbed 62.5%. Analysts attributed the concentration of demand to nearby destinations with shorter flight times and lower overall travel costs.

Demand concentrates on short-haul destinations including Japan, Vietnam and China

Japan sees the biggest increase in bookings

According to an SBS report, Yellow Balloon Tour said the drop in fuel surcharges had eased some of the cost burden, prompting travelers who had postponed their summer vacation plans to begin booking.

However, the 174.5% figure does not represent overall demand for travel to Japan. It compares Yellow Balloon Tour’s overseas package bookings during the specified period with those during the immediately preceding comparison period. The figure should not be generalized to the travel industry as a whole or to the broader air-ticket market.

Reassessing the components of travel costs

Fuel surcharges can vary by airline, route and ticketing date. Asiana Airlines separately announced fuel surcharges for international flights departing from South Korea, based on tickets issued on July 1, 2026. The final amount paid will also depend on the airfare, exchange rate and airport charges, among other factors.

Travel companies target domestic demand with longer-stay products

As overseas travel bookings recover, South Korea’s travel industry is also rolling out longer-stay packages. Korail Tourism Development is offering premium two-night, three-day train journeys linking Gangwon Province with the southern region for the 2026 summer vacation season.

Featured packages include the “Bu-Ul-Gyeong Sanhaejinmi Expedition,” linking Gangneung and Pyeongchang, and the “Namdo Train Trail,” which follows the rail network across the southern region. According to Korail Tourism Development’s official product information, the packages combine rail transport—including KTX and S-Train services—with accommodation, visits to regional attractions and organized meals.

The “Namdo Train Trail” is a project that links the southern region’s rail network with local tourism content through cooperation among the Ministry of Culture, Sports and Tourism, Korail, and local governments in Busan, Ulsan, Gwangju, South Jeolla and South Gyeongsang provinces. Departure dates, transportation, prices and remaining seats may vary by package and over time.

Fuel surcharge volatility remains a variable for travel demand in the second half of the year

Lower fuel surcharges may prompt consumers who had been delaying bookings to make purchasing decisions sooner in the short term. However, it is difficult to conclude that the increase in bookings was driven solely by the surcharge cuts. Exchange rates, air-ticket capacity, vacation schedules and destination preferences may also have played a role.

The travel industry is watching to see whether the recovery in demand continues, particularly on short-haul routes to Japan, China and Southeast Asia. Conversely, a renewed rise in global oil prices or exchange rates, or increased geopolitical uncertainty, could push up airfares and package prices and slow the pace of booking growth.

Before booking, travelers should check whether the fuel surcharge applicable on the ticketing date is included. For package tours in particular, they should compare additional costs for optional excursions, meals, transportation and accommodation, as well as the fuel surcharge.
